                             in Economics (Rural Institutional Finance)

Participation in Student’s : President, Student Union, Doongar College,Movement

                             Bikaner in 1969-70.

Academic Contribution : Lecturer, Economics, B.J.S.R. College, Bikaner1974 to 1980.

Active Participation in :Took active part in ‘Jail Bharo Movement’ when

                         Political Field Late Smt. Indira Gandhi 

                         was arrested in Dec.1979. He volunteered for

                         arrest in support of the Former Prime Minister 

                         alongwith hundreds of young companions and followers.

                         Was elected to Rajasthan Legislative Assembly in 1980 as 

                         Congress Candidate. Subsequently represented Bikaner Assembly

                         Seat consecutively in 1985, 1990, 1998 and 2003.

Social Commitments :    As Lecturer BJSR College, Bikaner he took keen interest in 

                        National Services Scheme and enthused thousand of college student

                        to dedicate themselves in literacy campaigns and other social activities 

                        related to upliftment of weaker sections. Public offices and Important 

                        Positions held including State Cabinet : 

                        1. Chairman, Rajasthan Housing Board. 

                        2. In Shri Shiv Charan Mathur cabinet 

                           (July, 1981 to 23rd Feb., 1985) was inducted in the cabinet 

                           as Deputy Minister, Education,Planning, Economic & Statistical

                           Department was promoted to State Minister on 17 july, 1982 and given 

                           the portfolio of Tourism, Art & Culture and archives. 

                           Held independent charge of these departments. 

                       3.  On 27th August, 1983 Dr. B.D. Kalla was given charge of Higher Education 

                           of assist the Hon’ble chief Minister Shri Shiv Charan Mathur. 

                       4.  Continued to hold the above departments in Shri Heera Lal Devpura cabinet. 

                       5.  During Shri Hari Dev Joshi cabinet (March 1985 to January, 1988) was 

                           promoted to cabinet rank and given the post of Govt. Chief Whip. 

                       6.  In the second tenure of Shri Shiv Charan Mathur cabinet 

                           (January, 1988 to November, 1989) was again inducted in the Council 

                           of Ministers with cabinet rank and assigned the department of PWD,

                           Parliamentary Affairs, Educations. In Feb. 1988 with a minor reshuffling

                           in the cabinet was given the departments of Information & Public Relations 

                           and Technical Education, in addition to the above department. 

                       7.   In June, 1989 while another reshuffling was done Dr. B.D. Kalla was 

                           given the departments of PWD, IGNP, Colonozation and CAD. Held 

                           these departments form June, 1989 to November, 1989. 

                       8.  In the second tenure of Shri Hari Dev Joshi cabinet (Dec. 1989 to March, 1990)

                           Dr. B.D. Kalla was made incharge of the departments of again of Social Welfare 

                           and Housing. 

                       9.  From 1990 to 1993 when the BJP formed the Government, Dr. B.D. Kalla was 

                           included in the panel of Chairman, Rajasthan State Assembly and 

                           successfully conducted the House proceedings. 

                       10. In Shri Ashok Gehlot cabinet (5th Dec. 1998 to Nov., 2003) Dr. B.D. Kalla 

                           was again given the charge of Primary & Secondary Education. Subsequently 

                           during a minor reshuffling of the ministry Dr. Kalla was shifted to 

                           the departments of DOP, Administration, Cabinet Secretariat and IGNP. Dr. Kalla 

                           is the first Cabinet minister probably in the entire country who was given the 

                           responsibility of very sensitive department like DOP & General Adminstration.

                           He also proved himself worthy to have managed the maximum number of department 

                           assigned to one single minister.

                       11. In December, 2003 when the 12th Rajasthan State Assembly was constituted after

                           the elections Dr. B.D. Kalla was again elected from Bikaner for the 

                           5th time. 

                       12. On 14th January, 2004 Dr. B.D. Kalla was elevated to the important position

                           of Leader, Congress Legislative Party. He is dedicatedly and diligently performing 

                           all the duties related to this post taking co-operation from all party leaders 

                          and workers.

 Organisation :           In 1993 Dr. B.D. Kalla was made General Secretary and Spokesman of Pradesh Congress Committee,

                          Rajasthan. Currently he is working as a Member of the All India Congress Committee (AICC)Other

 Responsibility :        1. Dr. B.D. Kalla worked as a member of public Accounts Committee in the Rajasthan Legislative Assembly.

                            He also remained a member of Desert Probe Area Project Implementation Committee,

                            Regional Railway Consumbers Advisory Committee and UTI, Bikaner.

                         2. Was associated as a member of Parliamentary Advisory Committee related to

                            Finance, Taxation, Excise, Language, Education and Waqf.

                         3. Dr. B.D. Kalla Leader of Opposition in Rajasthan Assembly and has been

                            entrusted the important responsibility of Chairman, Public Accounts Committee.

                         4. Dr. B.D. Kalla is Ex- President, Rajasthan Pradesh Congress Committee.
